GOV HUGHES LATEST ANTIRACING MOVE Albany N Y April 10 Governor Hughes today Instructed Secretary of State Wlialcn to issue a call for a special election in the fortyseventh senatorial district consisting of Niagara and Or ¬ leans counties to elect a successor to the late Senator Franchot FranchotGovernor Governor Hughes It is reported in official circles will also shortly Issue a call for a special session of the legislature to meet after the neV senator is elected The purpose of the special session is to secure legislative action on the recommendation made by the chief executive in his message of yesterday among them being another effort to pass the AgnewHart bills should the new senator elected favor their passage
