1 PLAN TO RACE AT NEW ORLEANS. While no authoritative announcement has been made it is epiite well understood that an organization has been perfected to introduce racing in this city next winter, the racing to be conducted under the terma Of the Locke law. The- nc -ting i- to begin Thanksgiving Day and to continue for either thirty or sixty days, the exact term not having yet been decided. It is fully understood, however, thai the race- meeting will l e for not less than thirty days.
