NRA UNCONSTITUTIONAL WASHINGTON, D. C, May 28. ThS United States Supreme Court Monday held the National Industrial Recovery Act unconstitutional in that it is a surrender of power by Congress to the executive. The decision was made in the Schechter so-called "Sick Chicken" case. This was the most crushing legal defeat handed the New Deal. Chief Justice Hughes rendered the decision, which, required more than a half hour to read. The opinion stated that, while the law permitted the president to approve provisions to restrain monopoly, the power is only loosely defined. 1
