Special Allowances at Havre de Grace In all claiming and purse races at this meeting at a distance of a mile or over, the following allowance may be claimed without respect to other allowances, for horses that have never won a race at a mile or over: 3-year-olds allowed 3 lbs.; 4-year-olds and upward, 5 lbs. Races drawn for non-winners at a mile or over and maiden races excepted.
