Acheson Favors Pool Plan LONDON, England, May 10 UP.— Secretary of State Dean Acheson gave his unqualified approval today to a French proposal to pool the French and German coal and steel industries. Acheson said the objectives of the French plan long had been favored by the United States Government. .
