Court Grants Lias Permission To Run Wheeling Summer Meet FAIRMOUNT, W. Va., June 16. Federal judge Harry E. Watkins granted "William G. Lias permission today to hold a 61-day summer racing meet at Wheeling Downs, starting July 24. Watkins also awarded 5,000 to federal receiver Carl O. Schmidt for work at the track during the past year. The race track and all other Lias assets are in federal receivership pending settlement of a ,000,000 tax claim against Lias. Lias refused to accept payment for work as manager of the track, requesting that the court take the money due him and use it to satisfy some of his creditors. However, after objections by federal attorneys, Watkins denied the motion. Schmidit said profits from the spring meet amounted to 39,263, with about i 2,000 in bills yet to be paid.
