WESTERN RACING RULES CHANGES The new book of Western Racing Rules for 1898 issued by Secretary E C Hopper of the American Turf Congress shows few changes as bearing upon the book of 1897 1897The The only material change in arrangement was the restoration of what was in 1897 rule 9 and part of rule 198 to their proper connection by incorporating them in rule 117 from which in some way they had been detached See Jockey Club Rule 108 and the Racing Rules previous to 1893 1893The The new rules which were not in the book for 1897 are Nos Nods 2 27 96 205 617 8 and 9 9Those Those amended are areNo reNo No 55 by the insertion of the words jockeys fees after forfeits forfeitsNo forfeits No 63 was rewritten rewrittenNo rewritten No 70 was amended so as to require that a horse must be named not later than the day preceding that on which he is first to start in a race raceNo race No 93 makes the owner of a horse which is prevented from starting by his failure to pay the jockey for a mount liable for the declaration fee in that race raceNo race No 106 has incorporated in it the words but no horse shall be disqualified because of any overweight it may have carried carriedNo carried No 117 has incorporated in it as above men ¬ tioned toned the 4th and 5th paragraphs in the latter of which is a typographical error this rule being misprinted these rules rulesNo rules No 124 is amended by limiting the starters power to suspend a jockey to ten days instead of for the meeting meetingNo meeting No 132 requires a second heat for first place to bo run off after an interval of not less than twenty minutes instead of after the last flat race of the day dayNo Drano No 173 was rewritten No 178 has these words for the jockeys bene benne ¬ fit added But he may demand the fee for a losing mount before the time to weigh out for any race and refuse to do so unless it is paid paidNo piano No 189 second paragraph has the words No drench of anything shall be administered inserted This prohibits the heretofore com ¬ mon practice of drenching under penalty of the violator being ruled off offThere softhearted There is only one amendment to the betting rules but it is an important one and made to betting rule No 7 which now reads Bets shall be paid as the horses are placed by the judges except when declared off But when a horse that finished one two or three is disqualified for being a ringer the bets on the race shall stand and be paid on the horses placed by the judges
