RULES OF MUTUEL BETTING IN FRANCE Fnrlniiituel betting Uaving originated in France and in the course of time secured the recognition and protection of the French government as the only authorized method of betting on the race tracks of France it has necessarily resulted that minute rules have been formulated providing for all contingencies attendant In view of the fact that mutuel betting is now popular and nourishing In this country and Canada Daily Racing Form has secured a literal translation of the French official rules governing parimutuel betting and here they are verbatim Regulations of the Parimutuel ParimutuelArticle Article 1 All persons who make a wager by thu parimutuels bind themselves to submit to the pro ¬ visions of the following rules rulesArticle Article AVagers can be made in distinct ways as follows First for the winning horse second for placed horses one and two when there are four horses taking part and 1 2 and S wheu there arc eight of them The transactions made iu the diffid ¬ ent ways are collected together by the kind of wascr and by the enclosure and totalized in such a way as to obtain a uniform slum for each kind ftttd for each enclosure enclosureArticle Article j The price of the investment is estab ¬ lished by multiples of 5 francs it cannot be less than five francs francsArticle Article 4 Money is not repaid at the wickets wicketsArticle Article o When an owner starts several horses in one race the winning parimutuel treats these horses separately and the distribution makes itself coupled If one or more stable horses do not pre ¬ sent themselves at the starting post the stakes are refunded refundedArticle Article J The distribution of tickets for each race continues until the official signal is communi ¬ cated to the parimutuels 1 signal to which the em ¬ ployees must conform rigorously rigorouslyArticle Article 7 Before the calculation of the distribu ¬ tion of the winnings there is deducted conformably to Article 5 of the law of the Ind of June 1801 to the decree of the 7th of July 1891 and to Article 10J of the Law of France 1003 on the total of all the stakes S per cent of which a per cent is given to works of charity 1 per cent for breeding and 4 per cent for expenses In cases where the expenses would not have reached this proportion the sum constituting the difference will be devoted by the society to the purpose of improving horse racing The odd money of 23 centimes 5 cents and umler will not be paid for over 25 centimes 50 centimes will be paid paidArticle Article 8 The payment of the winning tickets be gins as soon as the calculations of totalisation having ended the judge of the weighing has given the signal authorizing the payment Beginning with this signal the payment is peremptory and final even in the case where a subsequent decision should happen to alter the finish of the horses However the signal for the payment is not given if before the end of the weighing which follows the race an objection has been made whether against the win ¬ ning or against one of the placed horses In this case the payment is delayed until the decision has been rendered but if it cannot be rendered on the same day on the race course the distribution takes place conformably to the order of finish finishArticle Article 0 A person cannot receive a sum less than his investment investmentArticle Article 10 The investments are reimbursed in full fulla a When a horse oil which one has wagered has not been posted as a starter starterb b When a horse posted as a starter does not present himself at the post under the orders of the starting ludge ludgec c When any horses have not fulfilled the condi ¬ tions of the race raced d When any wager has not been made according to the case on the winning horse or any of the placed horses horsese e When in a race there are only horses belonging to the same owner i f After having subtracted the previous deduc ¬ tion the distribution assigns to the winner only a sum less than the investment investmentArticle Article H The distribution takes place as fol ¬ lows 1 For the wagers on account of the winner the amount to be divided is distributed in proportion to the investment made on the horse that has won the race 2 For the wagers on account of placed horses all the investments oil the placed horses are first withdrawn the rest of the amount to be dis ¬ tributed is divided in as many equal parts as there are placed horses without its being possible even in the case of the share of the second or the third place to exceed two or three parts according to the case Each of these shares is then divided ac ¬ cording to the investments made on each plated horse horseIf If for any reason whatever a horse posted as a starter does not present himself at the starting post the distribution is calculated onlv upon the number of horses present under the orders of the starting judgeIf judge If the number of starters becomes insufficient to allow the distribution on two places all the wagers for placed horses are annulled and reimbursed reimbursedWhen When there is no horse placed second or third or when one or several of the placed horses are dis ¬ tanced or disqualified the distribution whatever may be the number of places for which wasers have been made applies only to the horses that have been placed by the judge It can then result that the distribution is reduced according to the case to two horses and even to one single horse horseArticle Article 12 In the case of dead heats between two or several horses should the purse be or not be divided the distribution takes place as Is stated in the preceding article for the placed horses horsesKach Kach new test will bo made the subject of ticket cut torn or blotted In such u way as to render unrecognizable one single marl upon paidIf it will not be paid If it has been changed or falsified lor a fraud ¬ ulent purpose it may give rise to suits against the person who presents it for payment paymentArticle Article 14 The winning tickets and the tickets of reimbursement in the eases provided for l v Article 1 above not presented the same day at the ofhces will remain open for this purpose half an hour after the last race may be settled in the seven dnvs following the date of their issue either at the office of the parimutuel of the society or on the race track in any case payment will not be made at the office of the society on days when that societv is conducting races racesThe The funds resulting from tickets not presented for payment in the established extension of time will IH turned over to the cashier for the benefit of tin help of the racing stables organized bv the society or if the society does not see tit to organize snci It will be turned over to the Cashier of Depots and Consignations to be assigned to work of charitr under the direction of the special commission estab ¬ lished by the Minister of
