DETAILS OF PRATT BILL. Toronto. Ont.. April 2. — The bill affecting racing Introduced in the Ontario legislature by Mr. Pratt. member for South Norwalk. is an act to incorporate a board of racing- supervisors, tbe name commission not appearing in this years bill, which differs iu several respects from that introduced by him aud withdrawn last year. It provides for the appoint-inem by Ihe government of a board of not more than live nor less than three members "to supervise and control all horse racing organizations, companies or incorporations that conduct race meetings in has province of Ontario." They are to have access at all times to all buildings and the right to inspect all books and papers, or paraphernalia, as well as to prescribe i iibs for running races, aud to hear appeals from the decisions of judges, starters and stewards. It is not likely that the measure will be taken seriously by Ihe legislature, which has never shown any indication or a desire to assume charge of racing, whether in harness or under saddle. As a bill promoted by a private member, it has no precedence and the legislature will tie pretty well occupied with g.nennueui ksusssum until the end of tbe sebsiuu.
