EUROPEAN WAR BEVELOPMENTS Germany does not expect to win a smashing victory but will never sue for pease The end will iome when the allies tire of a hopeless waste of blood and treasure and propose to end the con tlict This is the attitude of Germany at this time It is in substance what has been communi ¬ cated informally within the last fortyeight hours to the United States government That Kaiser Wilhelm caused this statement of his position on the question of peace to be presented to the American government on the eve of the opening of the spring campaign in which Kitcheners new army of 1000010 men is scheduled to play an important part IB regarded at Washington as signifi ¬ cant This peace terms which Germany would lie willing to consider at this time also have been communicated to
