PROPOSED DOMINION BETTING MEASURE PariMutuel Sales Classified With a Changing Scale of Percentages Dedncible TORONTO Out May 29 The Dominion govern ¬ ment at Ottawa has introdure1 race track betting amendments to tho house of commons under the report of Dr Rutherford wiio investigated racing conditions in Canada last jenr jenrThe The law as it stands permits the carrying on of wagers and Ijetting upon i race track It is pro ¬ posed to modify the present legislation by limiting permissible organized betting to the use of pari irutuel machines and furthermore to make it a condition of the iwrmission for betting upon a race track that the profits derived from the betting operations shall be restricted to a limited per ¬ centage of the amount at stake apportioned as follows When the amount bet on a race is under 20010 percentage is restricted to 7 per cent On all amounts over 20000 and under 30000 the percentage is restricted to 0 per cent Amounts over 811X10 and under 40000 to 5 per cent Over 40000 and up to 50000 to 4 per cent and on all amounts over 0000 to 3 per cent In each csp the percentage of the racing club or asso ¬ ciation is to bv ganged by the total amount of money bet on the race by the parimutuel system There is also a change in regard to the breaks which the association is allowed to retain Pro ¬ vision is made for the racing association retaining the odd cents which arc less than any multiple of five cents centsParimutuel Parimutuel machines under the new amend ¬ ments are to be inspected approved and operated under the supervision of government officials ap ¬ pointed by the department of agriculture agricultureThere There will be an official at each track to see that no bets are accepted after the horses come to the post in each race when the machines must be locked and in that way it is aimed to check any attempt at fraud Racing associations are to pay the cost of such supervision All the present conditions regarding the operation of betting on race tracks with regard to the number of days of racing etc are continued in force and the provision that parimutuels alone shall be used and tlirtt prpfUs J htUlberestrioioda8 ilHn ilHnrareiai3doil rareiai3doil to tikj present regulations regulationsThe The provincial governments are already collecting taxes from associations conducting race meetings in Ontario 7500 per day from mile tracks and it was felt by the Dominion government that this field should be left to the provinces for the pres ¬ ent at least However should a racing association derive from its oreentage any more than the limit profit alloived under the business profit taxes legis lathjiifliat surplus would be taxable as in the cast of any other corporation The purpose behind tho legislation is to restrict the operation of race tracks to associations and responsible persons who really wish to conduct race meetings for the sake of sport rather than for the hope of making lingo sums of money thereby therebyOne One of the provisions of the proposed legislation insures that a certain percentage of the profits of the association shall go into money purses for the different races The minister of agriculture is to be given power to see that such suitable purses are provided and where an individual r racing association fails to carry out those regulations his or their charter will in all probability be taken away No definite date is set for the bill com ¬ ing into effect but it is anticipated that it will be made law immediately on receiving the royal assent
