JOCKEY CLUB GAINS GROUND WASHINGTON D C April 13 The Bartlett bill a measure built on Jockey Club dictation and PercyGray Percy law lines will bo adopted for tho thou regulation of racing in the District of Columbia Thobill Shoebill authorizes tho thou incorporation of racing clubs and permits them to hold meetings yearly between April 30 and November 1 and between sunrise and sunset and there can not bo more than forty days of racing on any track in a sea ¬ son A Racing Commission is to be established to supervise meetings All races must bo held under the Now York Jockey Club rules and steeplechasing steeplechase under tho thou National Steeplechase Association Amendments have been added to the bill to prevent pool selling an8 betting Not only are heavy penalties provided but bets are to be recovered by civil action
