AS TO DECLARATIONS The following notice signed lJ Howard Secretary is posted in the Washington Park paddock Beginning with the races Monday July 11 the declaration fee in fields of four or less horses will be 25 per cent of the first money of the purse The idea of this is to make it costly to scratch away from a good horse as in the case of the fourhorse furore race on Friday wherein Macy Marcy was engaged engagedWilliam engaged William McGuigan Michigan declared that the charging of 25 per cent was not constitutional The ordi Nordic ¬ nary scratching fee is 5 per cent of the purse and this is so stated in the Washington Park book bookBut book But cannot each track make its own rules was asked askedNo asked No emphatically replied McGuigan Michigan Such was formerly the case but now the Turf Con ¬ gress egress decides that the racing rules supercede even race conditions conditionsIn conditioning In this Mr McGuigan Michigan is probably in error The rule says declarations must be accom Tacoma ¬ panied paned by five 5 per cent of the first money1 This prevents a lower per cent being charged tut taut it does not prohibit a greater per cent
