Rulingsas to participants in outlaw! racing have naturally stimulated the misunderstanding. These rulings have been j those Of teresj in most cjtses. The laws and - tholfnesofeography as pmbraced within the laws are gifren herewith for purposes of instruction. , By-law No. 6 of the American , Turf Congress displays the matter, in a geographical way. It isays: The Congress shall not recognize, or its members permit any racing in; the United States east of thd Rocky Mountains, arid north of lati-tude35 degrees during the months of January, February or December of any year: nor shall any racing by electricdr other., artificial light be recognized or permitted anyfwhero or at any time cfvthe year. Andn6i person, association or J corporation that anywhere giys any racing or race meeting shall permit anypools to be sold Or books and bets to be made on any races, ex-i cept on the races run and decided over the track "within the enclosure of the grounds where the . pools, are sold or the books and bets are made; and ho foreign book or hotting shed shall be f operated on or adjacent to any such grounds, either in the interest Of the owners or lessees of such grounds, or of any other person whomsoever. i .ana1 every racetrack upon which such prohibited racing is given or acts done, shall also be out- lawed as well as every person or horse that ; shall thereafter participate in any racing upon t the same. And if any association not a member Of this CObgress shall knowingly permit any of the persons-or horses so outlawed to participate j in racing on its course, then all other persons with knowledge thereof, who shall thereafter p participate in its racing, shall likewise be out-L . lc wed, as shall also be their" horses. Any owner or trainer running horses, any jockey riding the same at any unrecognized meeting shall be disqualified for all races to which theso rules apply. Such horses and all others under the control of such owner or trainer shall also be disqualified. Any person acting in any official capacity may also be disqualified.
