CHANGES IN THE BULKS. As compared with 1898, the American Turf Congress Racine Rules for 1899 show a groat many changes, some very important, others only matters of editorial rearrangement. . In lino eight of rule 12 the word "course" is stricken out. In line four of tho second paragraph of rulo 19 the word "Association" is stricken out. In lino three of rulo 26 tho words "Any Member" is substituted for "Association," and the rule is amended by adding "unless with written consent of the official or association from whoso decision the appeal is mado." Rule 30 was amended by adding "And any maiden which has been disqualified after having finished first, is still a maiden, although bets may have been paid on it as the winner." Rule 31 was amended by inserting the word "involving" before "admission" in lino two. Part of paragraph threo of rule 98 was made rule 94 which roads as follows: "Declarations in sweepstakes shall be made in the same manner as is provided for. making entries therein to the Secretary, who shall record tho day and hour of its receipt, and givo early publicity thereto." The remaining paragraphs of rule 98 were made rule 95, the words "purse races" being stricken from tho paragraph governing the" division of declaration fees between tho second and third horses. Rule 99 was made rule 96 and amended by substituting "Member of tho Congress" for "Association" and adding, "Any Secretary who shall fail to enforce this rule shall bo fined one hundred dollars." Rulo 100 was made rule 97. Rule 101was made rulo 98 and amended by inserting "or other arrears" after "order" in line one, and by inserting "its collection shall no longer be enforceable" in line three, and amended by inserting the words "to a purse that is run off" before the words "shall not" in line four. Rule 86 was made rale 68. Rule 96 was mado rule 69 and amended by adding "but when from any causo a race is not ran all stake, declaration or entrance money, if any paid,- shall bo returned." Rule 70 reads as follows : "Every entry in a purse race must bo in the name of a person having ownership in- the horse, and must be made in writing by the owner or trainer, or some one deputed by him ; but the full name of every person having an ownership in a horse, or, excepting the trainers per cent., any interest in its winnings, must be registered with the Secretary or Clerk of tho Course before it starts at any meeting, as must bo every change in such ownership or interest thereafter made during that meeting. Any failure to comply with this rule shall be punished by fine or suspension, and if an objection because of such defaults is duly made and sustained against a horse that has run in a race, its winnings in that race shall be forfeited to tho horse that finished next behind it." Rule 52 was amended so as to read "A selling race is one in which every horse entered to be 6old, if a loser, may be claimed and if tho winner, must be offered for sale at public auction." Rule 54 was amended to read "Owner includes part owner, but an interest in the winnings only of a horse shall not constitute ownership." Rule 63 was made rule 62. Rule 69 was made rule 63. Rule 75 was made rule 64 and amended by adding the words "but an entry in any race may be corrected." Rule 77 was made rule 65 and amended so as o read "Joint subscriptions and entries may be made by two or more owners." Rule 80 was made rule 66. Rule 85 was mado rule 67. Rule 64 was made 71. Rule 92 was made rule 72 and amended so as to read : "Every horso entered for a purse must be a starter unless it should be declared out." Rule 93 was made rule 73 and amended to read after the word because, "of his failure to pay the jockey fee for that race." Rule 94 was made rulo 74. Rule 65 was made rule 75. Rule 66 was mado rule 76. Rule 67,was made rulo 77 and amended by inserting after the word "horse" in lino two, "or of the engagement, or by a duly authorized person." Rule 74 was made rule 78. "Rule 72 was made rule 79. Rule 76 was mado rule 80 and the words "in a ,atake" inserted in line one after tho word "declaration." Rule 82 was mado rule 81 and amended by adding after the word "transferee" in line six, "except, however, tho conditions of produce graces or races for which nominations of tho al,8 are made, may provide that the nominator i hall be released from further liability by filing, prior to a time theroiu fixed, tho proper evidence of the transfer, by public or private sale, of his entry and its engagement in that race." Rulo 83 was mado rulo 82. Rulo 81 was made rulo 83. Rule 70 was mado rulo 84. Rulo 71 was mado rule 85. Rulo 88 was made rulo 85 and amended by substituting tho word "sweepstakes" for "race" in lino one. Rulo 81 was mado rulo 88. Rulo 95 was made rule 89 and amendod by substituting "any person" for "parties." Rule 91 was mado rule 90 and amendod by inserting tho words, "and its jockey feo for a losing mount," in lino three. Rule 89 was made rulo SO. Rulo 90 was made rulo 92. Paragraph four of rule 98 was made rulo 93. Rulo 102 was mado rulo 99. Rulo 103 was mado rulo 100 and amended by inserting "of a horso or engagement" in line one after the word "transfer." Rulo 101 was made rulo 101. A new rule, 105, was enacted which reads as follows: "No jockey, except when riding for his contract employer, shall be weighed out for any race unless thero has been deposited for him with tho Clerk of the Scales tho feo for a losing mount in that race ; and tho Clork of the Scales shall pay over tho money so deposited to the jockey unless ho has notice to tho contrary. The failure to so deposit this fee for the jockey engaged for any horso, shall declare it out of tho race." Rulo 106 was made rule 103. Rulo 107 was made rule 104 and amended to read as follows af tor the word "judges" in line threo "or his horse shall be declared out of tho race. No person shall bo admitted to the weighing room except owners, trainers and jockeys." Rule 108 was mado rulo 106. Rule 109 was made rule 107. Rulo 110 was made rule 108. Rule 111 was made rule 109. Rulo 139 is a new rule and reads as follows : "An objection to a horse that has run in a race on tho ground that it was not trained or ridden by a licensed trainor or rider, or that the names of all those having an ownership in it or an interest in its winnings have not been registered with the clerk of tho course, as required by rule 70, must be made not later than the day after that upon which the race was run." Rule 141 was made rulo 140. Rule 142 was made rule 141 and amendod by substituting the words "as to tho ago" for the words "of tho mouth" after tho word "fit" at tho beginning of line four. Rule 143 was made rulo 142. Rulo 144 was mado rule 143. Rulo 145 was made rulo 144. Rulo 146 was mado rulo 145. Rulo 147 was made rulo 146. Rule 148 was made rulo 147. Rule 149 was mado rule 148. Rulo 152 was made rulo 151 and amended by striking out tho first seven lines, except tho words "if sold" at tho termination of lino seven, and substituting therefor the words, "every horso entered to bo sold that runs in a selling race shall, if the winner, be sold at public auction immediately after tho raco, and one-half of any surplus over tho selling price shall go to the second horso and the othor to the association." Also by substituting tho word "tho" for "all" before the words "othor horses" in the section in relation to claiming. Also by striking out tho words "as to who he is claiming for" in the concluding lino and substituting therefore tho words "that he is doing so." , Rule 153 was made rulo 152. Rulo 154 was mado rulo 153. Rulo 155 was made rulo 154 and amended by striking out tho words "and tho horso shall bo disqualified for all races" and substituting therefor the words "as shall bo the horse also." Rule 156 was made rule 155 and amended by inserting after the words "horse in such race" in line four tho words "or attempt by intimidation to prevent any ono from running a horse in any race for which it is entered." Rulo 157 was mado rulo 156 and amendod so as to read as follows : "Any person who fails to pay for a horse bought or claimed in a selling raco within fifteen minutes after the sale or claim has been made, shall forfeit his right to the horse, and shall be fined, suspended or ruled off by tho judges ; but tho owner may still require that the horse shall bo taken and paid for by the purchaser or claimant, who, if ho fail or refuse to do so, shall be suspended until he makes good his default to tho owner." Rulo 164 was made rule 163 and amended by .adding a fifth paragraph which reads as follows : "In estimating tho value of a series of races in which an extra sum of monoy is won by winning two or more of the series, tho extra sum shall be estimated in tho last raco by which it was finally won." Rulo 165 was made rulo 164. Rulo 166 was made rulo 165. Rule 167 was made rule 166. Rule 168 was made rule 167 and amended by substituting "to" for "of" after tho words "in respect" in line two. Rule 173 was made rule 172 and amended by inserting the words "may be fined or" in the last line of paragraph one. Rule 174 was made rule 173 and amended by inserting the word "fined" before the word "suspended" in lino three of paragraph two and by striking out tho words "to the Association which" in the last lino of paragraph three and substituting therefor the words "to the judges who." Rule 175, part of rule 176 and rule 183 were consolidated and made rulo 174, which reads as follows : "Every person that trains or rides a horse, whether his own or the property of another, on a track where these racing rules are in force, must obtain a license from tho Congress to so do as trainer, jockey or apprentice, respectively, and no horse unless so trained or ridden, shall bo permitted to start in any raco run on such tracks. But in cases of emergency a jockey may be permitted to rido pending action on his application; except no rider with an apprentices license shall bo required to apply for a jockeys license until after he shall have ridden a winner for tho first time. "An apprentice license for a boy who has never ridden a winner, may bo granted for one year, or until ho does ride a winner, to and upon the application of his employer, and the apprentice shall not be permitted to ride for anyone except that employer without his permission. The license shall bo prima facie evidence of the employment of the apprentice." A now rule, 175, was adopted which reads as follows : "Any person who shall start a horse trained by any one not a licensed trainer, or permit it to be ridden by any but a licensed jockey or apprentice, shall be fined or suspended as shall also bo such person who so trained or rode the horso : and if an objection is duly mado and sustained that a horso which had run in any race was so trained or ridden, thou its winnings in that race shall bo forfeited to tho horse that finished next bahind it." Paragraph "h" of rule 176 wasmade paragraph "a" and amended so as to read as follows "Every license shall bo for not moro than ono year and shall expire on the thirty-first day of Decembor, next, after its issuance. Tho fee, which must be paid by tho applicant and accompany the application, shall bo for a license to a trainer, twenty-five dollars ; to a jockey, ten dollars ; to an apprentice, one dollar." Paragraph "b" was amended by striking out tho word "jockeys" before the word "license in lino one and tho words "his service as a jockey" in lino six. Paragraph "c" was amended by striking out the words "of a jockey" after the word "avocation," and substituting therefore tho words "which ho desires to follow." Paragraph "e" was amended by striking out the word "jockey" in line eight, and by inserting tho words "of tho jockey license" in place of the words "of it" in tho concluding lino of said paragraph. Paragraph "f" was amended by substituting tho word "one" for the word "jockey" before the word "ruled" in line one. Paragraph "i" was made paragraph "h" and amended by substituting the words "each member of tho Congress" for the words "each association in the Congress," and by substituting the word "person" for tho word "jockey" in lino four. Paragraph "k" was mado paragraph "i". Rulo 177 was amended by substituting tho word "judges" for the word "association" i line two. Rule 178 was amended by substituting the word "judges" for the word "association" in line three. Rulo 184 was made rule 183. Rulo 185 was made rulo 184 and amended by substituting the words "declaring an entry out of" for the words "scratching an entry in before the words "a purse" in lino two of paragraph four. Rule 186 was made rulo 185 and amendod by substituting the words "every horse wholly or partly owned by him shall also be ruled off or outlawed, and ho shall not bo qualified" in place of the words "he shall not be allowed on the grounds of tho course, or be qualified in line two after tho word "continues," and by adding the words "and if an entry from any person or of any horse that has been ruled off or outlawed is received, such, entry shall be void, and tho money, if any, paid for such entry, refunded. And any money or prize won under said entry shall be returned by the party that received it," and by amending second paragraph of said rule so that it reads as follows: "When a person is ruled off for any fraudulent practice in relation to a paricular horse, wholly or partly belonging to him, he shall return all money or prizes which such horse has fraudulently won in any race at any meeting." Rule 190 was made rule 189 and amended by substituting the word "an" for tho word "the" before tho word "association" in lino one. Rulo 191 was made rule 190. Rule 192 was made 191 and amended by substituting tho word "an" for tho word "the" before tho word "association" in lino three. Rule 193 was made rule 192. Rule 194 was made rule 193. Rulo 195 was mado rulo 194 and amended by insorting the words "or judges" after the word "officers" in line three and by striking out the words "the officers" in lino six and substituting . therefor tho word "them." Rulo 196 was made rule 195. Rulo 197 was mado rulo 196 and amended by transferring and adding to it all of the first paragraph of rule 198 after the word "course" in line three.
