RULED OFF MEN AND HORSES. Below are given the present and official American Turf Congress reports of suspended and ruled off owners, trainers, jockeys and horses of the two existing Chicago turf organizations at Harlem and Hawthorne. They come from the officials of the tracks, through eecretary E. C Hopper of the American Turf-Congress.
