LIST OF LICENSES REFUSED. Covington, Ky., Feb. 20, 1900. The following named persons have been refused trainer licenses for the year 1900: Dyment, J., The following named persons have been refused trainer licenses on account of non-payment of forfeit orders : Lyles, W. W., Maddox, R. E. The following named persons have been refused jockey licenses for the year 1900 : Foucon, E. E. C. Hopper. Secretary. Covington. June 4. 1900. "In the ca6e of Jockey Clinton Dugan, upon application for a license, the committee rules as follows : "The boy was ruled off by Captain James H. Rees and Mr. Harry Kuhl, experienced and competent officials, who adjudged him guilty. As they have confirmed their opinion as to his guilt, and there being no satisfactory evidence adduced in contravention, the committee, after a careful investigation, herewith denies the application of said Dugan for license.
