RULED OFF CHARLESTON S C February 26 George Vunck the owner of Bad Penny was today formally ruled off the turf by the judges for use of an electric bat ¬ tery on the horse in his last start The owner stoutly maintains his innocence and states that ho absolutely did not know that a battery was to bo used on his horse His claim that ho was ap ¬ proached by an unknown person before the race who offered him 50 not to withdraw his horse from the race is still adhered to by him The judges gave him ample time to locate this person and he having failed to do so left them no alternative in the matter but to rule owner and horse off the turf
