BOOKMAKER-OWNER RULING. Lexington, Ky., October 10. The State Racing Commission at its meeting today sustained Judge Hopper in his refusal to permit J. U. Strode to start Whisk Broom at Latonia, and in his contention that Fred Cook was in violation of the bookmaker-owner rule. The commission, however, so construed the rule as to permit any bookmaker owning horses to lease their running qualities to another person during the term of racing In this state, and left tho question of the genuineness of such lease or bill of sale entirely with the judges at the meetings.
