GOVERNOR HUGHES SIGNIFICANT APPROVAL Albany N Y May 21 In spite of the tirades of Governor Hughes against the race tracks and his efforts to destroy racing it appeared today that lie is net averse to accepting the tainted money that emanates from that source under the provisions of the PercyGray law for lie has signed the Allds bill which appropriates to the state fairs the 5 per cent tax imposed upon the racing associations Governor Hughes apparently did not feel equal to the task of refusing to give the farmers interested hi agricultural fairs the annual money paid by the racing associations to the comptroller for fair ptir IM SCS Tlds act of the governor is looked upon here as an admission of defeat on the racingbill issue It must have been plain to him that he could not get the money for the farmers from any other source It is admitted that the bill appropriating from the state funds 250000 for the purpose of Im ¬ proving the breed of horses through agricultural fairs has no chance of passing or even getting out of the finance committee if it should again be put In on the recommendation of the governor It Is evident that the governor does not intend to put in his appropriation measure whicli was intended as a sop to the farmer for his loss of the race track revenue
