CRITICAL CONFLICT PENDING IN LOUISIANA AntiRacing Measure Evokes Absorbing Interest and Wild Rumors arc Afloat Baton Rouge La June 22 At 0 oclock the senate adjourned until 12 oclock tomorrow without a vote on the Locke bill i iBaton Baton Uouge La June 21 The fate of winter racing in New Orleans will be determined for at least two years and most likely for all time in the senate Monday night probably too late for Daily Hacing Form to report the result It is now squarely up to that body in a new form and under new conditions because of the Hop of two or three senators and further because of the fact that power ¬ ful influences are at work on both sides to prevent members from being in their seats when the roll Is called calledIn In a nutshell the Locke antiracing hill which would sound a death knell to the winter sport in Louisiana is to be placed on final passage Mon ¬ day night at 8 oclock This measure has already passed the house by a sweeping majority and it is generally understood that Governor J Y Sanders will sign the bill if it is finally enacted enactedBut But since the engrossment of the Locke bill and the setting of Monday night for its final enact ¬ ment new conditions and influences have arisen arisenMembers Members of the senate who were at one time considered sure and sound for the Locke bill have wavered under the arguments of the past few days On the reconsideration vote of the Cordill racing commission bill on Friday Senator Harrison C Drew of Lake Charles broke away from the Locke forces and voted for the Cordill measure Senator Charles Loque of New Orleans did the same and Senator Perrin of Catahoula Parish also gave way to sena ¬ torial courtesy and voted with Senator Cordill to reconsider the vote by which his bill had bt5eii killed the day before beforeMeanwhile Meanwhile another one of the Locke legion and considered one of their strongest men Senator Robert OConnor of New Orleans had secured a three days leave of absence and has left Baton Rouge for New Orleans If OConnor utilizes his full grant he will not return to the capital in time to vote Monday night nightSenator Senator Odom was also absent from his seat on Friday but the Locke leaders are exerting every effort to see that nothing Interferes with his pres ¬ ence Monday night And so the battle has been waged here over Sunday Wild stories have been fa circulation to ¬ day of senators having been kidnaped from New Orleans and carried over the lake to one of the summer resorts until after Monday night In fact the capital was agog tonight over the report that one of invasion upon them The Locke bill does not prohibit racing but it prohibits gambling at the tracks It would allow individual letting so it is said and would thereby permit a system of handbooks Racing supporters back to the capltol Sdnator Robert OConnor of New Orleans returned early this morning Senator J Rush Wimberly leader of the antiracing forces came from North Louisiana Senator Settoon of Livingston Parish missed his train at Hammond and a special train was sent out to get him Sen ¬ ator Homer Barrouss of Arcadia missed connection at Baton Uouge Junction and a team was dis ¬ patched for him at Port Allen a distance of seven miles In this way the ant Is gathered in their forces until almost a full senate was present at S oclock Not since the famous Lottery fight In 1S92 has such a crowd found its way into the state capitol as tonight prior to the assembling of the senate senateDirectly Directly after the opening of the session the Locke people began filibustering to kill time
