SCOPE OF MILLER BILL DOUBTFUL Ottawa Ont March 12 The decision of the Miller bill committee to get the opinion of the De ¬ partment of Justice on the phraseology of the bill was to make sure that in its present form it would not make private betting illegal It is alleged that this was not intended by the promoters of the bill but the minister of justice stated that there is some doubt as to whether in its present form private letting would not also be prohibited The minority of Use committee Messrs Monk and McColl will not make a specific report against the bill but It is understood that when It comes before the Com ¬ mons they will propose certain limitations prac ¬ tically along the lines suggested by counsel for the horse racing and horse breeding interests It has been arranged with the government that ample time will l j given in Parliament for a full discussion oC the bill
