PROPOSED RULES IN KENTUCKY KENTUCKYLexington Lexington Ky November 20 The rule proposed by J N Canulcn at yesterdays meeting of the Kentucky State Racing Commission with tho object of increasing the distances of races on the Kentucky tracks specifies that on every racing day between April 1 and July 1 there shall IK at least one race of one mile or greater distance and between July 1 and December 1 at least one race of one mile and an eighth or greater distance Cbl Milton Youngs rule intended to prevent discrimination and selection in tho matter of throwing out entries In excess of the number of starters that can be accommodated In a race on Kentuckv tracks proposes that numbered marbles be shaken from a leather bottle and that the first twelve or fifteen numbers shaken out shall correspond with numbers previously placed on tho entry slips and that the horses named on these slips shall be the starters all others standing as thrown out It has been the custom for the racing secre ¬ taries to select the horses to be thrown out in the event of an oscess number of entries
