rants on all the bookmakers who operated during the day After all oC them had been located they were taken to Havre de Orace a mile distant to be arraigned before Magistrate II C Sipple Among those served with warrants were K J ICyan II Gardner C B Walters II Moss J Carroll and Joe Blum v warrant was also served on Kdward Burke wln is acting as general manager of the Irack charging him witli ing evidence Attorney Williams for the racing association applied this afternoon for an in junction Iwfore Judge Harlan at Bclair the county seat of J la r ford County and arguments were made by both sides hate in the afternoon an injunction was granted restraining the sheriff and the Baltimore police from interfering which will assure tin con ¬ tinuation of the meeting meetingThe The arrests that were made today by the police under command of Deputy Marshal Manning WCIL made for alleged infraction of section 282 article 27 of the statutes of Maryland which prohibits Un ¬ making or selling of pools or receiving of bets the technical point in this case being the failure of the lacing commissioners of Harford County to qualify within thirty days after the passage of the bill legalizing racing with betting in Harford County CountyStevenson Stevenson A Williams counsel for the Harford Agriculture and Breeders Association takes issue with AttorneyGeneral 1oe in the matter of the hit ¬ ters opinion as to the illegality of the Harford County Hacing Commissions acts In an interview lie is quoted thusly thuslyIn In regard to the opinion of the attorneygeneral I must say that I do not think it is well taken I regret to have to disagree with Mr Poo in this matter but I have an honest Conviction that his point is not well taken I do not believe that the members of the racing commission arc civil otlieers and if they are not civil otlieers they do not have to qualify by taking the oath The act of the Legislature which creates the commission is in itself the only qualification necessary Tills case has been decided several times in the last ten years by the Court of Appeals notably in the case of the School Commissioners against Goldsborough There are other cases as well for instance a famous 0110 known as Ashs case which was decided in ISOfl I myself have served on a number of commissions in which an oath of qualilication was not con ¬ sidered necessary necessaryWhile While Governor Goldsborough is endeavoring to bring to an end the Havre de Grace meeting the citizens of Havre de race themselves arc strongly for the siiort siiortAt At a recent mass meeting which was presided over by Mayor Webor of the city the following resolutions were adopted adoptedWhereas Whereas The City of Havre do Grace has for upward of a century enjoyed the reputation of being a lawabiding and peaceful community in which crime of any description whatever is almost un ¬ known and the moral character of its people bears a favorable comparison with that of any other city or town of the State of Maryland or of the United States of America and andWhereas Whereas The City of Havre de Grace and the County of Harford have derived material benefit from the establishment here of the Harford Agri ¬ culture and Breeders Association race track at which for above three weeks with the full sanc ¬ tion of the laws of the State of Maryland many of the leading gentlemen and sportsmen of the state and country have raced their greatest thoroughbreds under the authority and direction of the Jockey Club leading governing body in turf affairs in America and andWhereas Whereas The Ilarford Agriculture and Breeders Associations racing attracting visitors from New York Baltimore Philadelphia Wilmington and other cities of the east has been cleanly and ably conducted by the most competent and trustworthy oiiicials obtainable in the laud and andWhereas Whereas We have found the men in charge of the horses racing at the Ilarford Agriculture and Breeders Associations track orderly industrious and lawabiding we the Mayor and council of the City of Havre de Grace and the Board of Trade deem that tin time has come to enter a vigorous protest against the maliciously mendacious attacks that have been made in the Morning and Evening Sun and Evening News of the City of Baltimore against the Ilarford Agriculture and Breeders As ¬ sociation the oiiicials who are conducting its racing and tin1 honorable persons who are maintaining the sport sportWe We believe ourselves to be thoroughly competent to manage our affairs both in city and countv and to enforce the laws of the State of Maryland with ¬ out tin interference or help of yellow journalism And we further order that a copy of the resolu ¬ tions be sent to the Hon Phillips Lee Goldsborough governor of Maryland MarylandEveryone Everyone who spokt and there were many who addressed the meeting declared that as a result of the advent of the track business had begun to boom and that the city is being greatly benefited by the presence of the racing men who are liberal spenders spendersThe The meeting was held in the City Opera House The room was packed and residents unable to get in stood on the sidewalks and through the windows heard what was going on onMayor Mayor Weber announced that the purpose of the meeting was to defend the city from certain attacks which have appeared in the yellow newspapers of Baltimore to deny that racing as conducted at the track near here is productive of disorder in the town to declare that the residents are not opposed to it and that attempts in Baltimore and other parts of the state to dictate to Havre de Grace are bitterly resented resentedThe The racing which took place in a downpour of rain over a sloppy track was marked by easy vic ¬
