April 7. —The bill introduced by Mr. Arthur Pratt, represenlalive for Norfolk County. in tbe Legislature relative lo racing, had its tirst reading on Friday last, and will be brought before Ihe House for Ihe second time ilia da or I vvo. lis provisions ate as follows: i. A provincial board of supervisors, consisting of not more than five numbers and not less than three members, shall be appointed forthwith, by tin Lieutenant Governor in -Council, to supervise and control all horse racing organizations, companies, Or incorporations that conduct race meetings iu the Pio nee of Ontario. 2. The members of the board of supervisors shall have BeeeM at all limes to all buildings, onsets, rooms ni other enclosures on any race track in Ontario, and they shall have ihe right to inspect all books, papers, devices or other paraphernalia Sner-ai.d on any race track. The board of supervisors shall have the power lo prescribe ibe rules, regulations and e Iltions under which running races shall be conducted iu this province, and ii shall be the duty of this board to inspect each irack where running races are i «-r mil t.d. and to investigate the conduct and general character of each such rac,. meeting, and make report thereon to the Ueutensnt-Governor-in-Coun- ■ ii. 4. Where the conduct and general management of any race meeting is detrimental to law and order and subversive of the moral welfare of the eomaaunity, ibis hoard shall have authority to call in the provincial police and summaiilv cancel Ibe iicen-e of sack meeting. 5.
