RACING TO BE REVIVED IN FRANCE A report has reached this country that racing will be revived at tracks iu and near Paris next spring. French officers, who visited American tracks last summer, are said to have reported to the French government that- racing was for the best interests of the thoroughbred particularly the army mount and that racing was a good, thing for the spirit of a people at war. According to the report, the old order of things, with betting permitted, will be restored and the Grand Prix is spoken of as a possibility. The Germans raeeii at Berlin last summer and Hie American tracks enjoyed a record season,
