GENERAL NEWS NOTES OF THE DAY . Emperor William, in his Christmas message, proposes to make a final peace offer to his enemies, "on whom, in case of rejection, will fall the responsibility for bloodshed in 1918," according to an official Berlin telegram yesterday. There was a report in baseball circles yesterday that Zach Wheat, outfielder for the Brooklyn National league team, will wear a Cub uniform next season. President Weeghman of the Cubs refused to deny or affirm the report. George A. Zabriskie, member of the New York Produce Exchange and New York agent for the Pillsbury Flour Mills Company, yesterday accepted appointment as head flour distributor of the food administration. A treaty between Russia and Germany has been formulated, according to an official German statement received in Amsterdam.
