NO FIFTH LIBERTY LOAN WASHINGTON, I. C, February 18. There will be no fifth Liberty Loan, or "Victory Loan," as it was to have In-en termed, under an agreement tentatively reached this afternoon by the House ways and means committee, in conference with Secretary of the Treasury Glass. Instead, a series of short term notes will be issued, and upon these Congress will set the rate of interest.
