England. December 7. The text of a local prohibition bill applying to England and Wales was made public yesterday. The measure-will be introduced in the house as a private bill., whose author states lie has the backing of a small coterie of members. CHICAGO. III.. December 7.- The drastic order that would have forced the complete paralysis of all non-essential Industries, by tomorrow was lifted yesterday, pending a definite interpretation of the mandate by Fuel Administrator Garfield. .SPRINGFIELD. III.. December 7. Frank Far-rlngton, president of the United Mine Workers of Illinois, was arrested at hi" home here last night by United States Marshal Vincent Y. Dallinau on a warrant cliarging contempt of court.
