INTEREST SHOWN IN ARMY MEASURE WASHINGTON, ] . C.. January 23.— Considerable interest is being shown thoughout the army in a bill which has been introduced in Congress by Representative Kahn which would permit the government t« nay expense* of officers, men a mi haraes to horse allows and race meetings as well as both state and county fairs. The measure will give officers and enlisted men an opportunity, in addition to their regular work, to associate with and observe the methods of caring for animals of the best horsemen in the country, thereby gaining much knowledge at a moderate cost. However, in order to help re-awaken the in tereet in the breeding of better animals it is be-lievcd I hat by allowing army officers and enlisted men to rub shoulders a/Mb representative civilian horsemen that a great deal of knowledge will be acquired for the army, and at the same time it will produce a condition whereby the layman will become lonversant with the needs of the army. Both the Bemount Board and the American Re-mouiit Association are in favor of this measure. The Bemount Association, which is made up of horsemen from civilian and army officers, has been active in backing any measure which will tend to uplift the breed of horses throughout America. The Bemount Association is a non military organization and has no connection with the Bemount Service. The Bemount Board is an official body, and advises the chief of staff of the army as to the proper steps to be taken in fulfilling the animal needs of the army. The bill introduced by Representative Kahn reads: "That so much of the act of Congress approved April 27, 11114 Thirty -eighth Statutes. pages 303. 3041. as provides as follows. That no part of this or any other appropriation shall Ix- expended for defraying expenses of officers, enlisted men or horses in attending or taking part in horse shows or horse races: but nothing in this proviso shall be held to apply to officers, enlisted men and horses of any troop, battery or • company which shall by order or permission of the Secretary of War. and within the limits of the Tinted States, attend any horse show, or any state. county or municipal fair, celebration or exhibition. and the same is hereby repealed."
