FINISH RUTHERFORD RACING INQUIRY , — ♦ TOKONTO. Onl.. January 3d. Dr. Rutherford hi id the final s|.ss:,oii of the racing inquiry at Ottawa today and both sides of the question wire heard. John I umsden of Ottawa, a well-known breeder and race horse owner, stated that the stoppage of racing in Canada in 1!t17 has discouraged h;m from breeding horses in ih- Dominion. Number of other Instances were beard. The consensus of opinion was that racing was not to be discouraged. but several f the moral reform witnesses were of the opinion that race tracks might be successfully 1 nerated by means of government assistance, instead of by having betting. Colonel Perry, commissioner of the Loyal Cana-I dian mounted police, emphasised the necessity of I having thoroughbred strain in remounts. The commissioner is cxpeoti d to make a report to parliament on the whole que-tion shortly.
