CONDEMN THE SIMS BILL EARNESTLY Texas Breeders Consider and Pass Resolutions Against Proposed Pawky Legislation PY T110S P CKOMWEFL CKOMWEFLKesoliitions Kesoliitions unanimously adopted at a meeting of the Texas Thoroughbred Association held at Dallas March 0 are timely and significant President G L Plackfmd declares that the meet in was culled to consider what is known as the Sims bill now pending before Congress and to discuss other matters pertinent to the interests of the breeders of thoroughbred horses in this state and section and that copies of lie following resolu ¬ tions were forwarded to Senator Charles A Culbert son and to the members of the Texas delegation in Congress CongressThat That the thoroughbred horse was conclusively proven by the late war to be tho most valuable of all horses used in connection with the cavalry the artillery ami for the army from tlie fact thiil its power of emnrance its stamina speed and docility are the most valuable characteristics for the ideal army hoive hoiveThat That while the thoroughbred is of itself the most valuable ils cro s upon a coldblooded mare or one of other breed enhances their value their desirability and their fitness proportionately to the amount of thoroughbred blood infused infusedThat That the government of these Initcd States is encouraging the breeding of thoroughbred horses that they appreciate and recognize the claim for ils fitness and for its desirability desirabilityThat That there seems to be no question along these lins in the minds of experts government army officers ami those best qualified to pass judgment judgmentThat That it lias been proven time and again that through the medium of the race course the best of the thoroughbreds only can be selected and that unless there is a continuation of the efforts of the breeders throughout this state and the lnited States to select only those best adapted in con ¬ formation those that have proven on the race course their excellence and their superiority over others and k ep the blood pure and at its best it will certainly degenerate and cause the govern ¬ ment tho breeders and the owners of thorough ¬ breds serious luss lussItJjas ItJjas also iMon proven repeatedly that niaiuu witnoui some moniuu ot siKfnianng in connection with it is a failure that racing without it would soon cause the thoroughbred horse to become a memory only onlyAs As these are facts proven and are incon ¬ trovertible this association requests the representa ¬ tives from Texas in Congress of the Tnited States to discourage in all possible ways this class and tendency of legislation and particularly to oppose passage of the Sims bill which is most farreach ¬ ing and the effects of which will be most harmful and discouraging by destroying an industry that it has taken years to establish ami permitting the deterioration of this most valuable animal th thoroughbred horse by making racing unprofitable and impossible impossibleIt It is further considered that of all methods of specnlation that have been devised the pari mutiiel system of wagering is the freest of the criticisms that were ottered in former days against many happenings upon tiie race course That tho news of racing both in Europe and the United States is of great interest to many thousands of our citizens and that it is a great exaggeration of fact to claim ils effect and tendency to be demoralizing ami harmful more so than the market reports that are published showing tin prices of individual transac ¬ tions tionsIt It is resolved that the president or vice presi ¬ dent of the association transmit these resolutions to the Hon Charles Cnlbertson of the Semite and Hon S K Kayburn of the House who are members of the committees having this bill for consideration wilh tin request that I heir good offices and efforts against the measure be used assuring them of tlur appreciation of the many breeders and stock raisers of this country
