MOVING FOR RACING REVIVAL IN JAPAN That Japan is feeling the necessity of raising good horses is gathered from the following article taken from the Japan Advertiser the leading paper printed in English in Tokio TokioThere There has been much discussion among the military men who are interested in the breeding of horses for the resuscitation of parimntuels on the race combes which practice was prohibited some years ago owing to indulgence in gambling on a huge scale The large number of race clubs which then came into existence quickly went to the wall when the prohibition of pari mutuels caused pub ¬ lic interest in horse racing to wane waneThe The military authorities who have been taking great interest in the encouragement of Jiorse races as a means of improving horse breeding are en ¬ deavoring to secure permission for par nmtnels to hi held during the races so that public interest in horse racing might be revived but so far they have been unsuccessful principally through ob ¬ jection by the judicial authorities authoritiesIt It is now reported that Count Ogasawira chair ¬ man of the horse administration committee has drawn up draft regulations for the control of horse races and these will be discussed at a meeting to be held in the war office officeReferring Referring to the matter Mr Asaknwa chief of the horse administration bureau says Thurs ¬ days meeting will decide the longpending iiies tion as to the framing of regulations controlling racing If they are passed they will be intro ¬ duced in the diet for approval There can be no doubt as to the necessity of encouraging horse racing as a means of improving horse breeding and sufficient interest cannot be aroused among the public unless betting is allowed In some iiarers objections are raised against the pari miitucl prac ¬ tice on moral grounds but on that ground all the transactions on the stock and rice exchanges will have to be prohibited
