DECLINES OFFER OF 00,000 SAN FRANCISCO. Cal., November 17. John II. Rosseter, joint owner with John E. Madden of the stallion Friar Rock, places the value of the well-proportioned chestnut son of Rock Sand, and Fairy Gold at a higher figure than 00,000 and has declined to give his consent to an offer of that amount made by an eastern horseman. The master of Hamburg Place wired to the Calif ornian about the offer and reply was immediately made. The dispatch did not give the name of the man making the offer, but it is reported Montfort Jones was the one approaching Madden.
