NEW JOCKKr Jock CLUB RULKS RULES The monthly meeting of the Jockey Club in New York Thursday afternoon was marked by the adoption of the following changes in the rules of racing racingRule racing Rule 62 was amended by adding the follow ¬ ing King as a separate paragraph paragraphEntries paragraph Entries and declarations by telegraph must be promptly confirmed in writing writingAn writing An amendment to the second paragraph of Rule 80 by the addition of the words Nor be barred from any race was carried and the amended rule now leads as follows followsNo follows No horaa hooray shall carry extra weight nor be barred from any race for having run second or in any lower place in a race raceThe racketed The amendment apparently grew out of the question whether Doc Steeles Steeples Galilee having been second in the Futurity should not have been penalized for winning 5000 Gus Clason Carson a nephew of the late D D Withers raised the question Several proposed amendments in the wording of Rule 77 were adopted as follows Amend scale of weights for ago by reducing the weight for two and three miles except for twoyear twofer olds which remains unchanged The fourth paragraph was amended by striking out the wods woods Where the weights are fixed absolutely in the conditions and substituting the words Where the conditions expressly state to the contrary This fourth paragraph now reads readsExcept reads Except in handicaps and in races where the conditions expressly state to the contrary fillies two years old shall b allowed thiee thieve pounds and mares three years old and upward shall be allowed five pounds before September 1 and three pounds afterward Geldings shall be allowed three pounds poundsThis pounds This same Rale Ale 77 was further amended by striking out the last paragraph which reads If in a handicap for which there is a minor forfeit declared for a fixed time after the pub ¬ lication location of the weight the highest weight ac ¬ cepting creping was originally less than 126 pounds it shall bo raised to that weight and the other acceptances equally1 equally1This This action is apparently a retrogression but secretaries of meetings have all been dodging the issue by making handicaps without minor forfeits Applications for this change in the rule were made from various quarters quartersA quarters A proposition to amend Rule 147 by adding as second paragraph A jockey under suspen suspend ¬ sion scion shall not be permitted to ride in races for any one during the period of his suspension was not adopted The second paragraph of Rule 126 was amended by adding after the words in all selling races the words except selling handicaps The same rule third para ¬ graph was amended by striking out the word entry and substituting the words naming the price so that it now reads The allowance of five pounds for apprentices under this rule must be claimed at the time of naming the price and be so stated in the entry and the owner shall not be permitted to abandon such allowance except by consent of the stewards stewardsA stewards A proposition to amend Ruie Rue 10 by striking out the last seven words From the members of the Jockey Club was lost The amended rule would have read as follows There shall be three Stewards of the meeting one appoint ¬ ed by the Jockey Club one by the Racing As ¬ sociation spoliation at whose track the meeting shall take place atd ad a third who shall be elected by the two Stewards aforesaid the elimination to have come after the word aforesaid
