THE CALIFORNIA SITUATION. San Feancisco, Cal., March 18. The police held sway throughout the afternoon at Ingleside. There was plenty of handbook betting in spite of the police vigilance, however. The Pacific Coast Jockey Club closed its two weeks meeting today and the scene shifts to Oakland. A resort to courts is the only alternative the Ingleside authorities have. The legislature at Sacramento adjourned tonight and any idea of obtaining relief in that quarter through the passage of a state racing law has been abandoned. The running of the California Derby has been indefinitely postponed,
