THE "RULED OFF" LIST. There is no authentic list of ruled off owners, trainers, jockeys and horses of- the western turf. Such a list is necessary for information and is being carefuUy made up by Secretary E. C. Hopper for The American Tuef Congress Record. Here is a partial list, which will bo amended as the officials of the American Turf Congress tracks make their official returns to Secretary Hopper: latonia jockey club.
