NO LICENSE FOR DIGAN. The License Committee of the American Turf f Cougress met at the Wellington Hotel Sunday • afternoon, and after a lengthy consideration of f the application of Jockey Dugan for a license, , rendered the following decision : "In the case of Jockey Clinton Dugan, upon i application for a license, the committee rules s as follows : "The boy was ruled off by Captain James H. . Rees and Mr. Harry Kuhl, experienced and i competent officials, who adjudged him guilty. As they have confirmed their opinion as to his • guilt, and there being no satisfactory evidence i adduced in contravention, the committee, after r a careful investigation, herewith denies the application - of said Dugan for license.
