WESTERN JOCKEY CLUB ACTION. The regular monthly meeting of the Board of Stewards of the Western Jockey Club was hold on Monday, February 2, 1903: . Disqualification of the following persons and horses were removed: Pratt Brothers, owners: the horsps, Eliza Cook, Trixie II. , , , Bnmmer II., property of J. H. Deavenport.. James Lynch and John May, jockeys. P. Gallagher, jockey, was reinstated. Application for reinstatement of jockey T. Oor-noi-and W. Woods were passed to the next meeting. Application of Charles CarroU for reinstatement of the horse Apple Jack was denied. Application for removal of disqualification of Mrs.iG. H. Pierce was denied. Knapp, John Willams, J. F. Wolff. It was order d that a jockoy license be issued to P. Gallagher upon tho receipt of tho fee. The following applications for licenses were denied : Trainer R. Connor, president. Clarence McDowell, steward. Frank J. Bryan, steward. R. W Simmons, presiding judge. J M. Huger, associate judge and secretary. J. L. Hall, paddock judge. Alex. Brewster, patrol judge. C. J. Fitzgerald, starter. Sheridan Clark, handicapper and clerk of scales. C. 8. Bush was appointed official steward to represent the Western Jockey Club. The Highland Park Club was alloted the dates August 29 to September 19 inclusive for a fall meeting. i The following bills for services to injured jockeys were approved and ordered paid: St. Louis Fair Association, 80.88. Garfield Park Sanitarium, j 2.50. In the matter of the claim of Tom Settle for tho services of J. Hicks, it was held that Ho contract e exists. The Secretary was directed to notify W. Brant, trainer for B. Schreiber not to employ or harbor, 3 jockey A. W. Booker. H- T. Griffin was instructed to run the St. Carlo Vernotte colt under his registered name, St. Roche. It was ordered that thn entry of Dr. Worth be refused until the rule of the Jockey Club is complied j with. The appeal of E. L. Talley was continued. It was ordered that S. S. Bender. Mrs. W. O. Joplin, M. Goldblatt and W. S. Laird give evidence in writing, or otherwise, and satisfactory to the steward, showing their connection respectively with i the ownership, sale or transfer of tho horses Solver, Pat Garrett and Little Emmy. Unless such evidence is furnished at or before the March meeting the stewards order that the persons above cited be suspended from racing privileges. The racing rules were amended and changed as follows : Rule 12. A horse is a starter for a race when it haB left the paddock for the post. Rule 84. Entries for pnrse races, the conditions of which hav6 previously been published, shall close at the time advertised , in such publication, and no entry shall be received after that time. Rule 98. Strike out all after tho word "Entrance". . Rule 105. Strike out four lines, beginning with "and no horse shall be allowed to start" and substitute the following: "And no horse shall be allowed to Etart in a race if an unpaid forfeit or arrenr has been posted or published against such horse or against its owner, trainer or employe of the stable, or any person interested in such horsos earnings." Rule 142. Change the words "Clerk of the Course" to "Secretary." Rule 153. Amend to road: "Every claim must be in writing and sealed and filed with the Clerk of the scales within fifteen minutos after the result of the race is announced." D Rule 158. Change tho words "after the sale or claim has been made" to read " after the sale or claim has been decided," Rule 159. Strike out the words "shall.be considered guilty of fraud and shall immediately bo ruled off." Rule 185. Amend to read: "Tho fee to a jockey in all races worth less than 00 to the winning horse," etc. The following new rules were adopted: A horse after it has left the paddock for the post cannot be exensed by reason of accident or casualty, nor can additional time at the post be granted. The judges, however, may grant additional time if the horse is injured in the paddock or whilo warming up So long as the name of a person is in the forfeit list no horse can be entered by him, or under his subscription, for any race, whether acting as au agent or otherwise, and no horse which has been entered by him, or in his name or under his subscription, or of which he is or was at the time of entry wholly or partly tho owner, can run for any race, and no horse which shall be proved to tho satisfaction of the Stewards to be directly or indirectly under the ere, management or superintendence of a person who is in default, shall be qualified to be entered or rnn for any race, ond so long as aiiy horse is in the forfait list, such horse shall not b qualified to be entered or run for any race. But the Stewards of tho Western Jockey Club may confirm entries where default is accidental or unintentional, and prompt payment is made. The rule to go into effect April 1, 1903. Geo. H.
