JOCKEY MOUNTAIN DENIED A LICENSE. Lexington. Ky.. April 24.— Ai the meeting of the Slate Baring Commission today, Messrs. Clay, Young and Grafaurer being present, licenses were granted to seventy-two trainers, twenty lackeys and eleven apprentice Jockeys. The application of George Mountain, of Chicago, for a jockeys license, laid over from the last meeting, was refused. The fact that the ami lb, an Turf Association had restored Mountain to good standing had no apparent weight with the commission. The following new rule was read and will be acted upon at lie- next meeting. "A hoy who has of his own free will, with the consent of his parents, parent or guardian, bound himself as an apprentice 1.. any owner or trainer for a term of not less than three years bv written contract, a cert hied copy of which shall be lodged with the State Baring Commission, may claim a live pounds allowance when ridins for his contract employers. Allowances under this rule must be claimed] at time of entry in setting races and at time of declaration in handicaps."
