STEEPLECHASING RULES AMENDED New York March 9 Two important amendments to the rules of the National Steeplechase and Hunt Association have been approved The first is that threeyearolds shall not be allowed to run in a steeplechase until September 1 but after that date shall be qualified to start in any race not exceeding two miles The other amendment is to strike out Section 1 of Hnle 84 which provides that a horse after losing his rider could be ridden home by any one of buUkicut weight
