FAVORS THE WALKUP START COLONEL MILTON YOUNG PEOPOSES AMEND ¬ MENT TO KENTUCKY RACING EXILES Would Also Have Eule Passed to Prevent Holding Holdingof of Horses and Using of Whip by byAssistant Assistant Starters Lexington Ky March 19 With a view lo ob ¬ viating the mishandling of horses at the i ost and orrotting abuses liy assistant starters Colonel Mil ana Yjonng lias proposed to his fellow members of HJio Kentucky State Racing Commission the adop ¬ tion of the walkup system of starting on the Ken ¬ tucky tracks and likewise that assistant starters he forbidden to use a whip or hold a horse at the post Colonel Young has mailed to Chairman J P Cliinn and Messrs K F Clay Charles F Grainger and Iionis des Cognets the other four members of the pommisslon notice that at the next meeting of lUc commission he will request the adoption by the commission of the following amendments to rules governing startingRule starting Rule 125 he amended to read The liorse must lie started by the jockey hut with the sanction of he starter it may he led to its position and it must be free of all hands other than those of the Jockey before the starter releases the barrier The Jockey must not dismount except to remedy inse ¬ cure equipments equipmentsIlultt Ilultt lJS be amended to read The starter may give all such orders and take all such measures not in conflict witli the rules of racing as are ueecssary to secure a fair start and must order the horses to draw up in line as far liehind the start ¬ ing j ost as he thinks necessary but not exceeding seventy yards and from that iwint walk up until the starter releases the barrier wlieu they shall break and run the race Rule 141 be amended to read With the sane iion of the officers of the association the starter uiay appoint his assistants but neither he nor his assistants shall carry a whip stick or rod nor shall they strike a jockey or horse at the l ost nor sliall they take hold of a horse at the post except to lead it to Its position nor shall the starter or his assistants use abusive language to ¬ ward a jockey and for each violation of this rule the judges shall impose a fine of not less than fifty 50 dollars upon the starter starterColonel Colonel Matt J Wlun general manager of the 2sew Louisville Jockey Club Empire City and Juarez tracks is heartily in favor of the adoption of Colo ¬ nel Youngs projiosed amendments They were out ¬ lined to him wlieu he attended the meeting of the directors Of the Kentucky Association lare last Tuesday It is probable that the amendments will be adopted
