LOOKS GOOD FOR SARATOGA PROSPECTS ARE THAT MEETING AT SPA WILL NOT BE LOSING VENTURE. Court of Appeals Decision to Be More Literally Followed Than at Other New York Tracks and Cash Settlements to Be Permitted. The usual $:j grandstand tariff will prevail at the Spa. but the tield enclosure will be thrown open to the public at a head, which moans an aditional revenue, inasmuch as there are many turf enthusiasts up the state who rebel tit the higher rates. As far as betting is concerned, it is understood that the Court at Appeals decision permitting oral speculation will be strictly adhered to; in tact, there will be a mote literal interpretation of the courts ruling than on the local tracks.
