COMMISSION AMENDS CRITICIZED RULE. Lexington. Ky.. June 5. -The Kentucky Slate Racing Commission met today with Chairman I".. F. Clay and Messrs. Milton Young. F. A. Daingertiold and Johnson N. Camden present. George J. Long was detained by business at LOaisvtlle. The most Important action was the adoption of an amendment to rule 52. which prescribes that starters in a race when the number of entries exceed the track limita tions must be determined by lot. 1nder the rules any new measure must lie over thirty days tilt it ran be voted upon, but in the light of inueh expressed dissatisfaction with the operation of the rule at I-xington and Louisville, the situation was regarded as an emergency and the secretary was instructed to notify the secretary Of the Latonia Jockey Club to proceed under the amended rule at the meeting which will open at the Kenton County track next Saturday. The amendment reads: "The secretary of any racing association shall keep a list of the horses left out after each drawing, and those horses so left out are to have precedence in any race in which they may be entered thereafter: also if a bone is left out twice consecutively, that horse is to have precedence over any anil all entries thereafter." Idward CoRigan was before the commission to assert his claim to the services of jockey Arthur Wrispen. From papers and documents Med by Mr. Corrigan, it appears thai on September 25, 1907, M. J. Daly entered into a five -years contract with the parents of Arthur Wrispen, who was then fourteen years of age. for his services sad was accorded the right to transfer the contract at nay time. At Louisville May 17. 1910, M. J. Daly transferred the contract to Mr. Corrigan and Wrispen entered the lattors service, riding for him al Louisville. Butte, Salt Lake. Tampa and Pensacola until lhc close of the meeting at the latter place in April, a hen the boy went to Brooklyn ostensibly lo visit his parents. During the first week in May M. J. Daly went to the oraees of the Jockey Club* in New York and there transferred the Wrispen contract, a espy of which was there on tile, to W. C. Italy, making no mention of the existence "f the written transfer to Mr. Osrri-gan and W. C. Daly in turn sold the contract to James F. Johnson, owner of the yuincv Stable. It was the unanimous sense of the commission that Mr. Corrigan is entitled to Wrfanyeni services and the secretary was instructed to so advise racing officials iii Canada and elsewhere and to mail a copy of their opinion to jockey Wrispen. Secretary Bidwell reported to the commission that he bad received fourteen subscriptions to the Kentucky Fndurance Stakes of four miles, to be run next fall at the track offering the best Inducement in the form of added money, and advised the members [hat lie is reasonably certain of the receipt of two or more subscriptions in the mails from Canada, which he has not received. Nominations are to close .Inly 1.".. and the commission ruled that any subscrilier will have the privilege of naming a horse lint his own. providing he acquires the horse so named by purchase or lease prior to the running of the race. The se. ret.uy was instructed to ask from Jewelers designs for the ,000 gold cup that is to be given by the commission to the owner of the w inner of the stakes. The commission approved the following officials for the spring meeting at Latonia: Charles F. Price. presiding judge: John B. Dillon, associate judge; F. W. Maginn. racing secretary and nandicapper; J. P.. Casspbell, entry clerk and clerk of the course; Mars Cassidy. starter: George I.indenberger, timer, and Dr. M. M. Leach, paddock judge and veterinarian. Jockey William Oberl was granted a license to ride only for F. J. Pons, his contract employer. Secretary Bidwell was Instructed to answer an application for a re hearing in lhc case of John Marklein with the statement that the commission had declined to re open the case. The sonsmission designated Milton Young as stew aril for the Latonia meeting and adjourned subject to the call of the chairman.
