MOVE TOR THE PARIMUTUELS New Orleans Business Interests to Back Second Plan for Reestablishment of Racing New Orleans La May 31 An Executive Com ¬ mit let consisting of five prominent New Orleans business representatives met yesterday to formul jite the terms of a bill which will be presented to the General Assembly and which will provide for the reestablishment of racing under the supervision of a commission of three appointed by the Gover ¬ nor The bill will prohibit bookmaking and will legalize hotting by the parimutuel system The systemThe Baton Bouse correspondent of the New Or Jeans Picayune iu commenting on the introduction of a bill by Representative Labarre in the Legisla ¬ ture for a Ixiuisiana racing commission of three member to be appointed for four years by the Governor the adoption of the provisions of the bill iKiiig left to a majority vote of the people of New Orleans or any other city or parish says saysInbarres Inbarres move was unexpected and it came as n sensation to the Orleans delegation They may have been thinking about racinjr but the Labarre bill does not represent them It is his own measure He stated during his campaign that if elected he would offer a bill submitting the matter to the peo ¬ ple of New Orleans for their vote He made stood his election pledge if nothing more Ueprepenti tive Joseph E Generelly floor leader of Ihe Orleans delegation did not hesitate to deny any knowledce or tTitimvtion with the Labarre bill You may say lie replied that I know absolutely nothing about jlie Labarre racing bill and that the Orleans dele ¬ gation as a delegation knows nothing It is his irtrsonal bill Other members from Orleans were even more outspoken They do not appreciate the Labarre move if is a home rule measure said Mr Labarre in Miplx rt of his proposition It pro ¬ vides every safeguard safeguardThe The bill is a lengthy one The racing commis ¬ sion under its terms would have a secretary at a salary of SlSOO per year the total expense of the commission including rentals etc to be limited to S30GO per year yearNo No one association would be allowed to conduct more than forty days of racing during any year and not inure than three associations would be granted rights In the same year May June July August September and Oetober seven months of the year would be held open for the disposal of Iwna tide agricultural and live stock fairs No other racing would be allowed during thece month Other pro ¬ visions of the bill briefly are areThat That the commission shall levy i license fee for conducting racing of S10 per day and 15 per cent of the gross sate receipts That the commission shall have power to pre ¬ scribe all rules under which racing may be con ¬ ducted and shall make rules governing betting bettingThat That all surplus above the S3600 the commission receives for its annual expense collected from II euses shall in the city of New Orleans be paid over to the Charity Hospital and In the parishes for the construction or maintenance of public roads roadsThat That the privileges of conducting race meetings in any city or parish under the provisions of this act can only be exercised after an election has been held and a majority of the votes shall have voted votedThat That whenever a petition shall be presented to the proper parochial or municipal authorities signed by at least 5 PIT cent of the total registered vot ¬ ers a special election may be called submitting to the voters the question whether there shall be racing under the direction of the racing coinuilssiou That it is optional with the parochial authori ¬ ties to whom said petition is addressed to call ja special election for the submission of the question questionThat That upon a petition addressed to the parochial or municipal authorities and signed by at least X per cent of the registered voters of the parish or municipality this act may be submitted to the popular vote for withdrawal or annulment and a majority vote can cancel the continuance of racing under the provisions of this act That the question of racing eiihnot btJ Submitted of tener than once every twelve months That this act shall take effect from the date of its promulgation That anv violation on the part or any association will make it liable to a tine of 00 for each day together with imprisonment
