DECLARES FOR PARIMUTUEL SYSTEM Baltimore Mil September 12 Governor Golds Ixirongh declared yesterday that he was misled and deceived when he was persuaded to sign the racing commission hill for Harford county enacted at tho last session of the Legislature Further the govern ¬ or predicted that the Havre de Grace meeting now going on with bookmaking accompaniment will probably result in the creation of a racing com ¬ mission for the entire state the absolute abolition of all lookmaking and the passage of an act pro ¬ viding for betting only under the parimutuel sys ¬ tem The governor said that the ITarford Racing1 Commission Act was on his veto files when prominent Harford county citizens represented to him that it was designed to save the Belair fair and was in the interest of farmers and others interested in improv ¬ ing live stock breeds
