WESTERN RACING KAN ON VISIT HERE HEREHugh Hugh E Springer president of the British Co ¬ lumbia Thoroughbred Association was a visitor In Chicago jresterday Mr Springer has a string of horses racing at Laurel and has just returned from a visit to that track He was impressed with the evident prosperity that is attending the Kanrel meeting Before returning to his home in British Columbia Mr Springer will make a visit to Toronto and other racing centers of eastern Canada The plans for next seasons racing at Vancouver have not Iteen matured as yet but in a general way it may be said that tho British Columbia Thoroughbred Association will make an effort to attract better horses than ever before seen in the northwest by offering a tempting stake and purse program Mr Springer is an enthusiastic advocate of the pari mutned system of betting for speculation in con ¬ nection with racing and declares that the bookmaker has been i ermanehtly banished from British Colum ¬ bia tracks tracksMi Mi Springer is interested in the proposition to establish winter racing on an elaborate scale in the City of Mexico Becanse of the unsettled condition of affairs in Mexico this project has been abandoned for the time being Mr Springer has also been offered an option on tho concession recently obtained by California promoters for racing at Enseuada in Lower California some fortyfive miles from the Iu teruutioual boundary at San Diego
