MANAGER WINN IN THE EAST. New York, March 21. Matt J. AViun. whose racing interests are distributed between Juarez, Kentucky. New York and Maryland, is in New York. He said that at no time this year had the sport at Juarez been seriously inconvenienced by reason of the insurrection. In addition to making ready for the racing at Churchill Downs, Louisville, Mr. AVinn will be in charge of the sport at James Butlers Empire City track and in the fall at Laurel, Md. At this last-named track extensive improvements are going tor-ward and when its gates arc thrown open next October it will have been greatly enlarged and beautified. . Mr. AVinn -would not discuss the racing situation ,t in Maryland, beyond saying that as far as Laurel itself Is concerned he is willing to furnish whatever form of speculation is required under the laws. In other words, he will install the parl-mutuel machines in place of the bookmakers slates .should such a regulation be required. He is wonderfully optimistic when he talks of the future of racing, antl expresses a confidence that the American turf is sure to come back to its old-time glory.
