PLANS FOR NEW GOVERNING BODY. St. Louis, Mo.. October 31. In connection with the announcement that he had taken an option of purchase on the Kiuloch. Park race track. Judge Joseph A. Murphy declared .that be would begin at once the organization of theiMiddle West Jockey Club to take jurisdiction over the sport .in the territory lving between the Alleghany and Rocky Mountains. The Western Jockey Club, which exercised jurisdiction over this district, ceased to exist some years ago. The present plan is to secure men of standing in the various sections of- the west to act as stewards, to appoint a licence committee that will carefully look over the applicants for jockeys and trainers licenses and to exercise the closest surveillance over the sjiort to see that it is kept clean. Reciprocal relations will be established with the New York Jockey Club, the Canadian Racing Associations and the Kentucky State Racing Commission. While the plans are tentative at this time it is probable that the organization will bo a voluntary one of individuals that will take absolute jurisdiction over such clubs as may place "themselves under its jurisdiction. Concerning tlie taking of an option on the Kin-loch Park property at the junction of the Wabash railroad tracks and the Florissant division of the Suburban trolley system in St. Louis County Judge Murphy said: "Its an ideal location for a race track." I will organize a club and build a. Hew concrete stand and stabling. The track is already surveyed and laid out. A steam roller will put it in shape in a weeks time for racing. I have dropned out of the Maxwellton project because the present lessees are going to use it for "fair purposes exclusively. Kinioch will take care of the racing. The snort of kings is coining back stronger than ever. New Orleans business men are trying to restote it down there. I think the commercial element J will help us build it up again in St. Louis."
