AMENDMENTS TO NEW ORLEANS ORDINANCE. New Orleans, La., October 24. An amendment to the race track ordinance, striking out the requirement that stockholders in race tracks in the city limits of New Orleans, must be Louisianans and also an amendment giving the Commission Council authority to refuse a permit to run races whenever such steps may be deemed advisable, were the principal changes in the ordinance when it came up before the Commission Council for its final reading today. After the amendments were read, the ordinance was unanimously adopted. The ordinance now requires that officers of the race track must be louisianans. The other important amendment gives the council power to refuse a permit whenever such action is thought advisable. By this means, it is believed, an impregnable barrier has been set against the attempts to" bring on a racing war. With these two principal amendments read and passed on by the council, the ordinance stood practically as it was first presented by commissioner LaFaye. 1
